| Job Description/responsibilities: |
Commissioning Manager
1.Accountable for the development and implementation of detailed commissioning plans for all facilities including schedule and budget fully integrated with the project schedule and budget.
2.Accountable for the application of safety management systems during pre-operational testing and commissioning, adapting them to the specific needs and any unique risks present during pre-operational testing and commissioning. The Commissioning Manager has overall accountability for health, safety and environmental performance for all facilities under his/her control during Commissioning.
3.Accountable to ensure that the project team completes its scope, and to ensure that project commitments are tracked and honored.
4.Overall accountable for the development and delivery of a project Commissioning Manual – including:
•Scoped commissionable systems and sub-systems
•safety procedures
•Administrative procedures – document transfer, filing, authorization, etc.
•Management procedures – reporting, communications, responsibilities, KPI’s
•Responsibility matrix
•Turn Over Package list correlated with Commissionable systems
•Handover procedures (including TOP, acceptance tests, forms, process)
•System pre-operational testing and commissioning procedures (detailed description of actions)
•Relevant documents and information (engineering, vendor/equipment manuals, vendor documents)
•Schedule – including dependencies
•Resources (staff) list
•Raw materials, intermediates and spares list
•Identified risks (system specific) and mitigations
5.Accountable for the selection, configuration and implementation of a project commissioning system.
6.Accountable for the development and implementation of detailed Technical Commissioning plans for all facilities.
7.Accountable for the design of the pre-operational testing and commissioning team organizations and to oversee the recruitment, mobilization, training, supervision, and de-mobilization of pre-operational testing and commissioning team personnel.
8.Accountable for the development of handover and acceptance criteria and plans, from the Construction team to the pre-operational testing team, from the pre-operational testing team to the commissioning team, and from the commissioning team to KNS operations, including:
•Staged completion/turnover and acceptance certificates, by facility, system or sub-system as appropriate
•Punch lists and deficiency management
•Inspection and Testing Check Lists
•Test Reports
•Turnover package contents and standards
9.Accountable to ensure that all documentation which is responsible to deliver, and which is required by operations, is delivered. This includes (but not limited to) O&M manuals, Training materials, Engineering databases for O&M systems upload, spares lists and spares.
10.Accountable for the coordination of vendor representatives required during pre-operational testing and commissioning.
11.Accountable for the development and implementation of plans for pre-operational testing and commissioning of control systems, automation and instrumentation, including control system acceptance, with a focus on maximizing the scope of pre-operational testing in the module yard and on the test-bench.
12.Accountable for the development and communication of the requirements and timing for materials, resources, and external services for pre-operational testing and commissioning, and ensures these requirements are secured. Works with the HR, external affairs and community managers on the project team to ensure that the procurement and deployment of materials, goods and services comply with project commitments to local stakeholders.
13.Manages pre-operational testing and commissioning phase cost and schedule vs. budget and plan.
14.Reports physical progress and performance of all pre-operational testing and commissioning phase activities and deliverables, vs. budget and plan.
