- Bachelor's Degree in Engineering, Business or Commercial, quantity surveying or cost engineering preferably membership of a Professional Body.
- Cost Engineer/Cost Controller minimum 8 years of working experience in the oil and gas industry particularly, in key Cost Engineering roles, throughout all project phases from Appraise to Execute.
- For general cost controller, minimum 6 years working experience as cost controller in Oil & Gas upstream Operations or minimum 10 years of combined experience in Finance & Accountancy, Quantity Surveyor and Cost control type background in Oil & Gas upstream Operations.
- Experience in managing and administrating capital budgets and expenditures for offshore oil and gas capital development projects, inclusive of monitoring and forecasting progress and performance of multiple major contractors.
- Experience in preparation of annual budget, WP&B, internal budget reforecast, generation of AFE and ABR, handling of queries from JV Partners, PETRONAS and Auditors.
- Experience in managing and administration the computerized cost management system, e.g., PCIS, and good understanding of Finance system, account and project coding system.
- Ability to keep track of project expenditures, preparation of Purchase Requisitions, and recording of all project transactions into the PCIS system. Understanding the cost estimation and CAPEX phasing.
- Minimum of 5 year experience with diploma or equivalent in an engineering discipline or 10 years relevant industry experience in oil and gas, most of it should be associated with offshore operations and primarily focused in well completion, well remedial and well stimulation.
- Should be familiar with all aspects of completion/workover equipment and installation procedures including supervision of personnel and equipment involved in the above.
- An active Well Control certificate (IWCF or equivalent).
- An active BOSET (sea survival/HUET)
- Computing skills are essential and a working knowledge of Microsoft Windows Application and Electronic Mail.

Able to educate field execution personnel on look-ahead schedules, and help ensure timely work progression. - Able to provide input to maintenance work Contracting/Procurement strategy and steward to that plan. - Able to resolve scheduling issues, including: Negative Float, Out-of-sequence updates, resource overloads, scope change, progress validation, etc. - Able to develop a complete job plan with materials, resources and timeline. - Able to provide input into material of construction selection and management. - Able to plan, estimate, track and schedule Field Order Changes (FCO"s). - Able to apply planning logic, such as, lead, lag, critical path and milestones. - Able to adequately assess work contingencies with schedule impact, lead coordination activity between teams should contingencies arise.
SKILLS AND QUALIFICATIONS • Minimum 1 year in project scheduling in Oil and Gas industry. • Minimum Diploma in Engineering within an applicable discipline, appropriate certification(s) within discipline, or equivalent professional experience. • An understanding of critical path methodology to ensure, and communicate, timely delivery of milestone tasks. • Requires strong computer skills to include Microsoft Excel, Microsoft Project and database applications. Basic knowledge in Visualization tools i.e. Tableau and Power BI is ideal. • Ability to adapt to tight deadlines, heavy workloads, and frequent changes in priorities • Proficient in Microsoft Office suite of software programs. • General understanding of downstream oil and gas equipment is an added advantage. • Read, write, and speak fluent English, especially as it applies to technical and business communications. • An understanding of critical path methodology to ensure, and communicate, timely delivery of milestone tasks. • Ability to multi-task.

- Lead work and material preparation for PM and CM for Rotating packages, prepare execution scope definition and interface requirements for site execution.
- Provide support in the repairs, troubleshooting, modifications and installations of various Mechanical Rotating equipment and components in accordance to Company’s processes and procedures.
- Act as focal point to interface and to provide discipline offshore technical supports for mechanical rotating packages to maintenance execution team and operation.
- Complier with the requirements of Company’s HSSE and PTW processes and procedures.
- Appraise multi-discipline technical Plant Change Proposals (PCP), both temporary and permanent, and provide an opinion on the need for the change and the technical solution proposed. Ensure that input required from the department by other disciplines is provided to a high degree of quality and accuracy.
- Ensure that performance standards with corresponding maintenance and inspection are established for all the SCE barriers.
- Review the results of SCE assurance tasks in order to assess their effectiveness as well as the overall condition of the barriers. Present overall health status of the SCE barriers at the Asset Integrity Maintenance Forum (AIMF) – at least one presentation for rotating equipment.
- Where assurance tasks cannot be carried out within the allowable schedule, or where can SCE barrier fails to meet assurance task acceptance criteria, ensure that adequate and risk-assessed mitigations are in place and that a deviation request is raised using the Field Status Report (FSR) tool or that the equipment/plant is taken out of service.
- Review deviation request related to other discipline SCE barrier group as required.
- Track all actions assign to Self or Rotating team in Fountain and ensure timely notifications and justification are provided where close-out dates cannot be met.
- Conduct fitness for service assessment for degraded equipment.
- Verify the accuracy of as-built critical drawings and approve any changes or updates.
- Facilitate Root Cause Analysis (RCA) session to determine the physical latent cause of equipment failure. Ensure actions that are assigned to Department are completed within agreed timeline.
- Make periodic offshore visits to Company's production facilities; engage with operations staff to gain a deeper understanding of technical issues and where more support is needed.
