Job Description

To perform Quality Assurance/Quality Control of all permit to Work System (PTW) in
addition to his responsibility as Approval Signatory and re-validation of all permit to work
issued for the execution of all activities including during SIMOPS.
• To perform site check and ensuring the precautious and mitigations for the jobs are
adequately put in place as stipulated in PTW and JHA. Conduct final verifications at site
that it is safe for the particular activity to proceed before PTW is approved.
• To pursue a Goal of no harm to people through implementation of the HEMP (Hazards,
Effect and Management Process) tools as applied to SIMOPS activities on site.
• Check Offshore Location/Installation, Safety/HSE Documents are available and in good
order (i.e. Job Hazard sheets, MOPO (Matrix of Permitted Operations), Emergency
procedure and Fire Fighting and Sea Survival Gears are in good order.
• Assist the project Operations Engineer in drafting Site Specific Procedure (SSP),
SIMOPS, or risk studies (i.e) QRA)
• Ensure safe working practices are observed by Contractors and Vendors. Hazards and
effective management process (HEMP) to ensure all controls and recovery measures
have been carefully assess to mitigate the risk into ALARP (As Low As Reasonably
Practicable) based on the risk assessment Matrix (RAM) adopted.
• Exercise lead by example ACT auditing and perform pro-active intervention for
Contractors to build and sustain pro-active intervention culture among Contractors.
• Support OIM (Operations installation Manager) to conduct Level 2 and Level 3 PTW
audits for locations.
• Support OIM to improve HSSE performance of Contractors.
• Assist in Pre-mobilization HSE inspections of barges, workboats, supply boats etc.
(Focus on Fire Fighting and Emergency Equipment, Gangway conditions)
• Check all offshore Contractors staff 9CAT 1/3 Workboats and Vendors) had gone
through relevant HSE training (HUET, PTW, First Aid, Fire Fighting, ACT, Accident
Investigation etc)
Working Experience:
• Minimum 6 years of working experience as Senior Operation and/or
Construction/Maintenance Supervisor or similar supervisory role.
• Minimum 10 years of working experience in oil and gas industry
• Shall have experience in managing and ensuring Permit to Work (PTW) compliance,
which include driving safety rules and policies, exercising and promoting the use of
Job Hazard Analysis and implementing accident investigation procedures.
• Must have proven track record on Job Hazard Analysis (or equivalent) and Risk
Assessment.
• Must be fully competent with Permit to Work (PTW) approval system and
management. The certified true copy of the PTW Management certificate shall be
submitted.
