• Deputize the Workbarge CSR to perform the following activities:
• Manage offshore construction and HUC activities in the most cost-effective manner and in compliance with campaign frozen plan, company policy, contractual specifications, procedures, quality and standards.
• Scrutinize, verify and reconcile DPR and DSR and ensure consistency prior to circulation and sign off.
• Ensure work execution comply to DEP and QAQC requirements.
• Ensure site compliance with Company’s HSSE management policy, emergency/medevac procedure, AMS ESP, PTW etc.
• Ensure site execution and changes to activity scope/schedule comply with Break in procedure and aligned with Change Proposal Process.
• Manage major emergencies that occur in offshore operations in accordance with the established Site Emergency Response Plan.
• Establish strong collaboration with Operations Team/Offshore Installation Manager on matters of work management on company assets (e.g., permit to work).
• Deal directly with the contractor’s nominated site representative on work execution and with the barge master on marine issues.
• Liaise and coordinate with other company support team members at site e.g., Logistics, Marine, Inspection, Discipline Engineers.
• Manage materials/logistics issues with Work Preparer, Execution Engineer, Construction Operations Engineer or Project Engineer to ensure schedule and plan delivery.
• Monitor and drive work progress, daily activities, resource planning and cost. Assess the consequence of change or delay on the overall progress of work and feedback to onshore operation and project engineers.
• Manage handling, inventory control and traceability of surplus, scrap and project materials.
• Monitor and drive offshore execution work to achieve target productive hours per workpack planning.
Requirements:-
• University engineering degree/diploma holder (or other technical subjects).
• 3+ years’ experience within the Oil & Gas Industry, preferably Operations, Maintenance, Offshore Construction/HUC.
• Good project management skills.
• Ability to influence and manage contractors • Good interpersonal, communication and negotiation skills.
• Proactive approach to resolving difficult situations
• Competent in Managing Major Emergencies (MME) is an added advantage
• Competent in Permit to Work Management is an added advantage
• Experience in SIMOPS, Construction Standards, Hot Work Management and Marine Operations.

- A holder of IMCA International Marine Contractors Association ) or AODC (Association of Offshore Diving Contractors) Diving Supervisor Certificate.
- Must have a minimum of 15 years working experience as Air or Saturation Diver and/or ROV Pilot Technician in underwater construction, inspection, maintenance and repair projects, Diving/ROV Supervisor/Superintendent in underwater construction and experience as CSR in a DSV/barge in various underwater construction, inspection, maintenance and repair projects.
- Must be conversant with and experienced in monitoring of underwater contractor performance, and in liaising with all involved parties i.e COMPANY's marine, logistic, subsea construction and inspection groups, offshore production team, DSV Master and marine crews underwater IMR contractor, etc.
- Must be fully conversant with IMCA, lMO, relevant Malaysian marine and offshore legislation/guidance/regulations and requirements pertaining to underwater diving and ROV activities.
- Has attended an approved OGP/IMCA Client Site Representative training course and is certified as a qualified CSR.
- Has attended an approved OGP/IMCA basic Diving System Assurance (audit) awareness course and have conducted at least 3 audits and produced audits reports on Air and/or Saturation diving and ROV spreads.
- Must be fully familiar with and experienced in the supervision of all activities associated with underwater construction and inspection work, including NDT, maintenance and repair methodologies, techniques, procedures and equipment.
- Must be able to communicate fluently in English, both written and spoken.

Job Roles & Responsibilities:-
• Works closely with Turnaround Contract Engineer to establish contracts
for AWB, AHTS and FCB as per turnaround requirement.
• Ensure all marine contractual issues are addressed with vessel owner and
deliver as per COMPANY’s requirement
• Ensure all vessels awarded comply to PETRONAS OSV requirements with
“Zero” non-cost recovery (NCR) cases.
• Focal for all marine aspects including but not limited to:
a. Vessel pre-hire inspections
b. Vessel on-hire exercise
c. Interface focal for COMPANY with boat owners, vessel masters, CSR
and COMPANY hub superintendents
d. Review and approval of anchor patterns and mooring analysis
e. Management of gang-way installations
f. Advisor in the event of anchor dropping and any other marine issues.
g. Reviewer of all fuel & water bunkering requests
h. Reviewer of boat DPR and condition of vessels during the turnaround,
• Post turnaround activities including review of fuel reconciliation, invoicing reviews and ensure all claim entitlement from vessel owners are vetted working alongside with the turnaround contracts engineer.
Requirements:-
• Have a valid Certificate of Competency: Master
3000GT or more Unlimited Voyage.
• Have minimum of 3 - 5 years’ experience as a
mariner.
• Have experience in establishing and managing
vessel fleets for at least 1 major planned
turnaround for offshore Oil & Gas setup.
• Be well versed with OVID, IMO & SOLAS
requirements & collaboration with third party
inspection i.e. IMCA, Noble Denton, ABS etc.
• Maintains active Seaman’s Book. Candidate to
